The Ministry of Agriculture and Rural Affairs has designated 69 crop, 86 livestock and poultry, and 121 aquaculture enterprises as national seed industry backbone enterprises.

Based on key indicators such as enterprise size, innovation capacity, and development potential, the Ministry of Agriculture and Rural Affairs has established an enterprise matrix focused on “solving critical challenges, addressing weak links, and strengthening competitive advantages.” On July 21, 2022, it announced the selection of 69 crop-sector enterprises, 86 livestock and poultry-sector enterprises, and 121 aquaculture-sector enterprises as National Seed Industry Leading Enterprises.

— “Breaking Tough Problems” pillar enterprises should focus on a small number of seed resources that currently rely heavily on imports, accelerate the introduction and development of superior germplasm resources, promote close integration among industry, academia, and research institutions, and cultivate a batch of new varieties with independent intellectual property rights.

— “Addressing Weaknesses” pillar enterprises should focus on seed resources where gaps exist, fully tap into superior germplasm resources, and swiftly narrow the gap with international advanced levels in terms of variety yield, performance, and quality.

— “Strong-Advantage” array enterprises should focus on superior germplasm resources, accelerate the application of cutting-edge modern breeding technologies, consolidate and strengthen their innovative breeding advantages, and refine their commercial breeding systems. Specialized platform-based array enterprises (institutions) should leverage their strengths in scientific and technological innovation, financial support, industry self-regulation, and talent development to continuously provide supportive services for breeding innovation.

To achieve self-reliance and strength in seed-sector science and technology and ensure independent and controllable access to seed resources, it is imperative to prioritize the support and enhancement of leading enterprises as a key strategic move in turning the tide in the seed industry. This should be given high priority in the comprehensive revitalization of the seed sector, with the enterprise’s role as the primary innovator strengthened. Resources, technologies, talent, and capital should be directed toward key, competitive enterprises, so as to cultivate a group of flagship “aircraft carrier”-type leading firms, “hidden champion” enterprises, and specialized platform companies that possess core R&D capabilities, strong industrial driving power, and robust international competitiveness, thereby accelerating the formation of clusters of superior seed-sector enterprises.
